In an effort to provide a site to our customers with accessibility issues, North Shore Water Reclamation District periodically scans this website using the WAVE web tool from WEBAIM.org (Web Accessibility In Mind) to identify errors in our webpages.  We then work to remediate the issue to ensure compliance with WCAG 2.x.

In April, 2027 (target date as of 05/14/2026 per ADA at this link: https://www.ada.gov/resources/2024-03-08-web-rule/) compliance will also be required for pdf files that are a key functional component of our site.  These documents include Bids, Results, News, Board Meeting documents, and all forms used to submit service requests.  Starting in mid-2027, all new documents not exempt from compliance will be scanned and updated for PDF compliance prior to posting to the site.

NSWRD archives a substantial number of historical documents that are available for public review.  These documents are granted exemption under WCAG 2.x as defined by James Madison University at https://www.jmu.edu/accessibility/digital-accessibility/title-ii/exceptions.shtml#exception-2 under exemptions 1 and 2:

Exception 1:  “Web content that meets all four of the following points would not need to meet WCAG 2.1, Level AA:
  1. The content was created before the date the state or local government must comply with this rule, or reproduces paper documents or the contents of other physical media (audiotapes, film negatives, and CD-ROMs for example) that were created before the government must comply with this rule, AND
  2. The content is kept only for reference, research, or recordkeeping, AND
  3. The content is kept in a special area for archived content, AND
  4. The content has not been changed since it was archived.”

Exception 2: Documents that meet both of the following points usually do not need to meet WCAG 2.1, Level AA, except in some situations:
  1. The documents are word processing, presentation, PDF, or spreadsheet files; AND
  2. They were available on the state or local government [including JMU]’s website or mobile app before the date the state or local government must comply with this rule.”
